chore: sync with Arch and updated to 2024.11.21

  • unset globsort in /etc/profile for bash>=5.3
  • use C.UTF-8 as default for LANG
  • create /run/lock using tmpfiles.d (moved from systemd package)
  • use PRETTY_NAME variable in /etc/issue to display distribution name
